Does anyone know how long it takes to get an appointment for the NY biometrics center after I apply online? I'm hoping to do all the paperwork and stuff before my partner leaves to go back to the UK. We will be arriving in the states on the 9th of November, marrying on the 13th, and likely starting the visa process that same day. He will be going back home around the 23rd or the 24th. Would it be likely to get an appointment within the week?

You should be able to get one within the week - most people attend theirs within a few days of booking it.

You can book an appointment at any of the 129 USCIS Application Support Centers across the US so if the one you want doesn't have many appointments available you can book at a different one.

You can prepare all the application documents in advance of the wedding and have the online form ready to submit as soon as you have the marriage certificate so you can get everything done quickly.

Can I book the appointment before I sent the online application?

We are going to use the next few months getting paperwork together. Is there a feature where I can fill out the online application but not submit it on the form?

Also, his job has moved onto an electronic paystub. If he asked HR to just print out the dates of his paychecks with all the information on it, will this suffice?

You book the biometric appointment when you submit the visa application online. That's the only time you can do it.

And yes, you can work on the application and save the progress without submitting it. Visit the Visa4UK website. You can create an account and follow the instructions to start work on the application. I believe once you register an account it is active for 2 years - I did not have to re-register when applying for a second visa within 2015 - so you should be able to work on an application for a while before actually submitting it.
