Well, it sounds like the only thing holding you back from applying for ILR is passing the Life in the UK test, so all you need to do is book the test, take it, and apply for ILR. As soon as you have ILR, you should be able to apply for citizenship if you want to as well (as long as you meet all the requirements for it).
The Life in the UK test certificate never expires, but if you lose it then you will have to retake the test, so after you get the ILR, keep it safe for when you apply for citizenship.
So, you just need to make sure you take and pass the test and then submit your ILR application before your current visa expires.
The only deadline now is your current visa expiry date. That's it.
You qualified for ILR back in 2014, so you could have actually passed the Life in the UK test at any time between 2014 and now and applied for ILR immediately.
