Can a Felon visit the UK?

I am writing to a prisoner in Oregon, and he is due to be released in 2017. He was sentenced for assault with firearm. From talking, he has said he always wanted to visit the UK. Is it possible for him to come over the the UK once he is release? If so, how does he go about it? Are there any forms to fill in or anything?

He was arrested December 2012, and due for release June 2018. So, he will have to wait to be able to enter the UK? Do you think applying for a tourist visa would be a good idea as others have mentioned?

With a sentence of greater than 4 years, it is unlikely he will ever be allowed to travel to the UK.

Sentences less than 4 years but greater than 12 months have to wait 10 years from completion of the sentence to travel to the UK.

I know Dog the Bounty Hunter was not able to enter the UK for the same reasons, and neither has his wife Beth even though she doesnt even have any convictions, just lots of arrests (so she said when she was meant to appear on a UK reality TV show and couldn't make it)
