What version of safari do you have? Seems to be an ongoing issue with Safari 10 on an older post I found with apple support.

Now it's Version 12.0 (14606.1.36.1.9) I don't know if this would have updated with the change from High Sierra to Mojave?

It should have updated it. Seems like an ongoing issue. Unfortunately I couldn’t find anyone who had solved the problem but if you want the link, I’ll send it to you.  From what I’ve read, it’s a rendering problem that happened after safari 9. Some found rolling back to version 9 fixed it.

Have you tried chrome or Firefox?

I'm guessing you've already gone through deleting cookies & cache, and disabling any browser plugins.

I am fixed, thank you Margo!

One of my kitties makes it her business to run over my keyboard whenever she can and it looks like she had checked one of the developer functions.(?disable styles) 
I had hoped it was just something silly like that and now I am updated so that's good too! 

Feel like I can breathe again!
