Applying for Second 2 1/2 year Visa

Hi everyone! Hope you all are well. I have a question about when the earliest time is to apply for my second visa. I arrived in the UK on December 21, 2016. My brp was issued on January 9, 2017 and is valid until September 12, 2019. What would be the earliest I can apply?

You can apply up to 28 days before you reach 2.5 years in the UK.

If you entered on 21st December 2016, then you will reach 2.5 years on 21st June 2019... therefore the earliest you can apply will be 24th May 2019.

The latest you can apply is 12th September 2019.

Thank you and Sorry for the late reply. The dates will be helpful so I know exactly when I'm eligible. I was told there is a priority service where you go in person and get a same day response. Is this true?
