Coronavirus stimulus checks for ex-pats?
« on: March 27, 2020, 12:30:56 PM »
I have just seen the details of the coronavirus stimulus package which I understand should involve $1200 check to every tax payer who filed with less than $75k income in 2018 or 2019.

I live in UK but have been filing every year and filed under $75k in 2018 (haven't filed for 2019 yet). This income is excluded under FEIE so I don't usually have anything to pay.

Are ex-pat tax payers eligible for this payout, even if they file under FEIE? Does this mean I will be getting a USD check in the mail at some point?

This seems to be the main information I can find. Looks like indeed we should receive it even if all foreign income is excluded:

I read that even Social Security recipients would receive a check, as long as they are under the income threshold, so it sounds like it's anybody who has filed or even not filed but is on record with SSA.

It's too early to be certain of anything.

Expats may receive a cheque. That's as far as anyone can safely say for now. Some indications are for those with little or no taxable income (AGI), the maximum cheque would be $600. An expat, filing MFS and using the FEIE may fall in this category. But, no one knows.

Some reading:

https://americanexpatfinance.com/news/item/396-call-for-expats-to-be-included-in-u-s-coronavirus-relief-efforts

And from ACA (American Citizens Abroad), a plea for expats to be included:
https://www.americansabroad.org/media/files/page/8c02f3ab/letter-covid-americans-abroad-200323.pdf

What will be interesting is the possibility that expats would not be included. That will raise serious questions about the consistency of CBT, and the uproar would be huuuugh Secretary Mnuchin!

It would be funny if Uncle Sam gave me a check when Rishi Sunak has just given me the finger.

This stimulus calculator says it applies to US residents, but I’m not sure if it really means resident for tax purposes which all USCs are.

Since it is meant to stimulate the US economy it is less likely that folks living abroad will spend their stimulus money in the USA.

Due to doing Roth conversions our AGI is too high so we are excluded anyway.

I have seen absolutely nothing official, although I'm going to try to find a copy of the  legislation and dig through it later today. (Hey, it keeps me busy.)

The latest I have seen is that if you filed tax returns in the last two years, and are under the cutoff threshold, and if you had a direct deposit set up for a tax refund, they will direct deposit the "check" into that bank account in the next three to four weeks. If you have not filed a tax form for 2018 or 2019, there could be an issue. If you did not provide bank info on your 1040 form, but otherwise meet the criteria, you'd get a paper check  We shall see. It would be nice to get it, as it would help pay our way home, eventually. But I'm not counting on it.

EDIT: According to the NY Times, SSDI ~will~ get a check, as will Americans overseas.

It will be interesting to see what happens; I'll be keeping an eye on my US bank account just in case.  (I don't actually expect anything)

Unfortunately, for those I know in the USA, this won't really provide help or relief in a meaningful way.  Of course, a single payment is better than nothing at all, but in regards to continuing prolonged employment uncertainty, it doesn't amount to much.  :(

Information from the US Treasury Department regarding economic impact payments:

Additional information for Social Security recipients who do not normally need to file a tax return:

From the information posted above:

I have a tax filing obligation but have not filed my tax return for 2018 or 2019. Can I still receive an economic impact payment?
Yes. The IRS urges anyone with a tax filing obligation who has not yet filed a tax return for 2018 or 2019 to file as soon as they can to receive an economic impact payment. Taxpayers should include direct deposit banking information on the return.

Call me a cynic but that sounds sinister to me.

I think it's got no sinister intent. If they don't have a bank account on file for you from 2019, they have to default to 2018. If there's nothing there as far as direct deposit info, you default to a paper check that can take months. They are not going to have the staff capacity to process an avalanche of tax forms coming in, so the computerized services' ones will (I presume) be the ones that get the data updated for this first pass.

The Daughter and I filed our paper copies weeks ago. This year she was due no refund, so did not include her bank info. In 2018 she did get a refund direct deposited. So it will be interesting to see if they get our returns processed before two weeks are up (from now),  and if they default to her 2018 return for bank info. Otherwise, the thought of a paper check in the mail to Scotland is just... it'll never make it.

It's not a lot of money. But if shopped carefully, it can buy a lot of groceries. Not so much medicine, but some. It's not meant to cover the rent or other bills, really.

One recent year, the IRS sent me a refund cheque to my home address in the UK instead of direct depositing it to my US account. I could not believe it when I was able to mobile phone deposit it to my Wells Fargo account without any issues. Technology does sometimes work :)
