ToR forms - timing?

My fiancée got her visa approved Yay! But now we have the next set of stresses! 

We've decided to go with mybaggage.com to move her things to the UK as she has very little. Shipping companies said they just wouldn't be competitive with such a small amount. We've been looking into the ToR form but are not sure if we should fill it out now or wait til afterward? We want to fly her things ASAP and her within the next week or two (her lease runs out!) so it's all a bit of a rush! Will we end up paying more in the long run if we send the stuff and complete ToR after? Any advice appreciated, thank you!

Also, do we need itemised lists of what's packed for customs???

TOR is good for a year, and can take some time to be approved so best to submit it now.

We got the form filled out and it was approved the next day! Much quicker than the visa
