Current rules for ESTA'S

I'd like to know too, similar situation to the previous two comments.

We have flights booked in early May to see my wife (USC)'s close relative in a nursing home as they've had some very serious health scares recently. We understand that this is permissible via the 212(f) exemption for spouses of USC's for complying with USA laws, and visiting relatives in care homes abroad, for complying with UK laws. We're getting letters from my wife's parents and the nursing home to each of us.

My ESTA expired nearly a year ago.
Should I go ahead and apply to the ESTA online as I would in normal times?
If so, is there an option or tickbox or something on the current ESTA form where I can declare I'm married to a US Citizen?
Will it also tell me to complete my application / receive the ESTA at the airport?
Is there anything else I need to do to show I am exempt to 212(f) either when applying to the ESTA, or at the airport?

Also - we are pretty sure we don't have to quarantine in a specified hotel on the way back? Is it not just a 10-day self-imposed self-isolation at home (with test-to-release possible) in the case of coming back from the US (unless rules change of course and the US is added to said red-list of countries)? If we are wrong, I need to know!

I applied for my ESTA on line last week, and its exactly the same as previous applications with exception this time they ask for all your social media accounts! nosey sods!  it was approved within the hour.  Off course that does not mean you can travel.   

In terms of your situation similar to mine,  my wfes brother is in hospital with no recovery, the hospital have sent us details of him with his diagnostics etc etc,  so we are hoping under the rules to get out of UK that suffices and me being a spouse that suffices the USA side.

Looking o the government website now for arrival into America it says you have to isolate for 7 days over there not 100% sure if its mandated and take a test after 2 days.

Coming back into the UK no requirement as of yet for hotel just the 10 days quarrantine with test on day 2 and day 5 plus the one to get into uk,  in total 5 tests! ££.

Were going to book in to heathrow for th outgoing test its only £50...   

Were due to fly 12th April.
