Okay, so this is your husband's first FLR(M), not your second one.
FLR(M) visas are not quite the same as spousal visas, as they are only issued from inside the UK, are valid for a different length of time and cost a bit less.
The earliest date your husband can apply for FLR(M) is 28 days before you reach 30 months in the UK. If you arrived in the UK on 1st June 2019, then he will reach 30 months on 1st December 2021... and so the earliest date he can apply online is 28 days before that, which is 3rd November.
That means, he can submit the online application at any time between 3rd November 2021 and 24th January 2022.
You just need to make sure the online application is submitted and paid for before his BRP expires... the biometrics and visa processing can be done after that date.
So would the first dated documents be Sept 2019 ?
No, the first dated documents will need to be dated 2 years before the date you submit the online application... so it depends when you submit it as to what months the documents need to be from.
So, if you submit in November 2021 (or even in early-mid December), then the documents will need to be from the following months:
November 2019
March 2020
July 2020
November 2020
March 2021
July 2021
November 2021
If you submit in late December (or perhaps in January 2021), then the documents will need to be from the following months:
December 2019
April 2020
August 2020
December 2020
