IRS to lay off thousands of employees

The IRS is reported to be preparing to lay off (literally) thousands of employees. I would suggest that if you have an unusual or complicated tax issue, you'd best prepare for lengthy delays when dealing with that agency.

On the other hand, if Trump gets his way with a reduced or eliminated income tax, it will at least have the side-effect of reducing or eliminating the double-tax issue that American expats have faced.
