I'm not sure what sort of income level you are on, but some form of state insurance may be able to help. In WA state, they have legislation that says anyone who wants insurance will have it. The state then buys into different plans so that "high-risk" people can enter a plan with "affordable" rates. There may still be a pre-exsisting clause, but in the case of an emergency, that would not matter.
That said, I can vouch for the health care in Scotland. Well, Edinburgh at least. They treated me very well.
