. If you needed to "pouch" something directly to a consulate from within the UK, it would go to the Foreign Office rather than the Home Office. The Foreign Office is in charge of entry clearances and everything else in terms of what happens abroad...
And yes, if you take something to the Foreign Office for transfer via diplomatic pouch, unless you are on the ministerial level, they will laugh in your face
