My son had his driver's license application returned because he did not submit his old passport containing his ILR stamp; he only sent his current passport. I have no idea whether the guidance notes state that you must submit a passport containing your immigration status, but based upon the letter he just received, that is clearly the case.
The enclosed passport does not have the required immigration stamps. Please submit your previous and current passports together.
