When I interviewed at Lancaster University they told me of the part-time fee option. It was not mentioned anywhere on their web site, but the department chair told me it was an option to consider and they worked things like that out individually.
I ended up at St Andrews University instead, where I am getting Home Fees because my wife works for the Uni. Thats not an official policy, but part of her contract negotiations.
I would suggest you contact your school, or schools you are thinking about if you have not enrolled yet. They might be able to work something out, even if it is not listed in their official policy. Some won't - like said above, foreign fees are an cherished part of their income - but others might.
