I think I understand the question,
The entry officer is the person that allows you access in the UK and you need to satisfy them at the airport immigrations or at a consulate

Yep, if you're entering as a visitor, you need to prove that you intend to leave the UK, that you can support yourself without working during your visit, and that you have ties to the US (job, family, financial obligations, etc.).

The entry officer is the person that allows you access in the UK and you need to satisfy them at the airport immigrations or at a consulate

They are at a consular post only, they decide if you can be granted entry clearance.  The people at the airport are immigration officers.   I hope that's what the OP wants to know ...

I have a question because this now makes alot of sense. When i was in england last...I got grilled about college, what classes, how long i was in school, what i planned on doing...so on and so forth. I no longer am in college and work but as of april I will no longer be working because we are moving away and there's no point of getting a new job seeing as i am leaving for england in may for a 3 week visit. I plan on getting a new job when I get back but I'm afraid this will make them curious. Will they grill me about that? ...what should i say... :-\\\\

There can be a problem if people come to the UK on visit visas and have no realy ties to their home country - the IO can sometimes question the intention to return.  However, as you have already been admitted to the UK once and have left within the duration of your visa, there is unlikely to be a problem.

Just tell the truth.

Hijack:
Victoria, quick question about entry clearance. I will receive my work permit any day now and plan to take a day trip to NYC to obtain my entry clearance. It should be pretty straight forward...I am a social worker who will be working for a London borough. I do plan this to be a long-term or permanent move. I know I must have a valid work permit to stay. Anything I should be cautious about? Anything I should NOT say?
Any help would be appreciated.

I doubt there could be a simpler entry clearance application than yours.  You have a work permit, for a local authority, in a shortage occupation area....a walk in the park!!!

when he gets his visa and all and we fly back what happens when we get to glasgow airport immigration?

I just showed my spousal visa and the IO asked where DH was (behind the IO) and if this was my first marriage (it was).  Then s/he reminded me to apply for ILR in two years and waved me on my way.   ;)
