I've finally forgotten!

what the h*ll is 'confectioner's sugar' in the UK?  I'm thinking it's icing sugar, but I'm wanting to try out a new filling for my Twinkies and can't for the life of me remember what confectioner's sugar is.  :-X :-\\\\
