i agree with the others...chiquitos is NOT the place to go.
there are 2 other mexican places i've heard of but not tried...maybe someone else on the board has?
down mexico way is one, just off regent street down a little alley-looking road (if you're on regent street you can see it if you look down a side road). it's nearer the picadilly circus end. this was recommended to me by an english pal some 6 years ago. the place is still there, and i think has latin-style dancing and music.
i can't remember the name of this place, but it's just around the corner from covent garden and claims to have the best mexican food in london. my american pals and orb does not want to go there, been disappointing for mexican every time so far and they say not worth the chance.
chili's is at canary wharf. tastes like the US. great fajitas and ribs! the tortillas and dip appetizer is fresh-fried and is WONDERFUL. avoid TGIFriday's in london. very hit or miss, and the service i have found to be always bad.
in manchester, i think there is a nando's, the peri-peri chicken place? i use that as a mexican substitute (there is one near where i live). the sauces are spicy and tasty, pretty relaxed atmosphere and although not mexican it does me fairly well!
