A spousal visa doesn't include a work permit.  It allows you to work but it's not the same as a work permit.  And yes, you are allowed to leave the country with it and enter multiple times.
Love your life, poor as it is. You may perhaps have some pleasant, thrilling, glorious hours, even in a poorhouse. The setting sun is reflected from the windows of the almshouse as brightly as from the rich man’s abode; the snow melts before its doors as early in the spring. Cultivate property like a garden herb, like sage. Do not trouble yourself much to get new things, whether clothes or friends. Turn the old; return to them. Things do not change; we change. Sell your clothes and keep your thoughts…

Well, an FRL-M does allow permite you to work, but yes it isn't a work permit.  Yes there are limits on the amount of time you spend outside of the UK if you intend to apply for an IRL.  If I remember correctly, you can't spend > 90 days outside of the country, unless there is a good reason for it (like keeping your employment in the UK).  But there are no limits on the number of times you can come and go out of the country under the FRL.

Also, the all caps is kind of annoying.
