council tax benefit - is this recourse to public funds?

Not sure if this is the right place to post this, but couldn't really think of any other as it covers a few different issues.

HYPOTHETICALLY, let's say there's a spouse who is over here as a dependent to a work permit holder.  This spouse is also a student in the US and as such applied for a council tax discount on this basis (ie full time student).  Council after an initial denial approved this. 

Question is, does this count as recourse to public funds?  Is a student discount the same as a council tax benefit?  I don't think so but it's not really clear...

I dont think so. All my single U.S employees here on work permits, that are living alone get a council tax discount.

All the international students I know in the UK don't have to pay council tax...so I'm guessing that the discount isn't a public fund.
Now a triple citizen!

Student visa 9/06-->Int'l Grad Scheme 1/08-->FLR(M) 7/08-->ILR 6/10-->British citizenship 12/12

a discount is not a public fund.  council tax/housing benefit is.

I don't know.  Personally, I don't like how these schemes work so never looked into them myself.  At any rate, I've been on ILR for 3 years so have been eligible for benefit for a while now.  Sorry, someone else might know more.

The keyworker housing schemes aren't considered a benefit.

According to Home Offices website yes it is public funds.  I will post a full list in the visa forum....

I think the final verdict is that it is a council tax discount, not a benefit.
