It is the concept introduced in the Rehabilitation of Offenders Act of 1974.  Borrowing the link from Transpondia, here is specific information on when criminal convictions get spent http://www.lawontheweb.co.uk/rehabact.htm.

Generally it means in the UK that you do not have to report your criminal record if they have been come spent, including on your immigration applications, but this is a bit of gray area when it comes to non-UK based offenses and generally people should seek legal advice, but the ECO is supposed to not consider convictions that would be deemed spent if they had occured under UK law.
