The visa application isn't asking for your permanent residence, it's asking for an address where you'll be staying. Which means you just need to be sure to procure a place to stay in advance, be it a hotel or a B&B or a friend's house.

How bad would it be if the address you end up staying at changes after you receive your family permit?

I don't know, but I don't think it would be a problem. You should post a question in the vhe visa forum.
