Average full-time salary of £23,000 per year?   Not around here it isn't.

From the Office of National Statistics, Annual Survey of Hours and Earnings:

In April 2006 median gross weekly earnings was £447, up 3.7 per cent from £431 in 2005, for full-time UK employee jobs on adult rates whose earnings were not affected by absence.

At http://www.statistics.gov.uk/articles/nojournal/Patterns_pay06.pdf

This is just a UK average. There are regional differences.

I agree with the difference between mean and median, and that it is more appropriate to speak of median income.  I don't know why UK sources always refer to average income. When I did research in the US, median income was always provided.
