I think so.   Wasn't it a kind of big string orchestra number, if that makes sense?   Just the right rhythm to go with pictures of rolling waves.

I adored that show when I was little:  Doughnut, Sticks, Spring, Scooper, Brains, Billie, and Tiger.  Not forgetting "Tiger as Tiger" too!

I was going to add a comment earlier that as we've had theme tunes where only the instrumental version was used on the show, we should certainly allow spoken words if they formed part of the regular opening sequence.   

Here's another (hint - this is one of several openings which were used for different seasons):
