Who can certify copies?

Hi there,

I need my passport (I would assume just the poto/inof page) and a utility bill certified for proof of identity for an accountant. Who can do this, must it be a notary public, or can someone else do it? I admit I am confused.

If they say 'certified' then any solicitor can do it.

If they notorised, it has to be a notary public.
