Except in warm weather, I constantly feel itchy but there's no visible skin complaint there to speak of.  I think sometimes itchiness can be nerve related as well (I don't mean as in mental-nervy in this instance, but in terms of the nervous system).  My solution is to slather myself up diligently & regularly (every day) in lotion/moisturiser, and lots of back scratching from DH.

oh yes, i know all about itchy legs!!   :(  i have very dry skin and i will scratch until i hurt myself, which is really bad for someone with psoriasis elsewhere, as it can crop up any where skin is damaged. 
i find soaking in a lukewarm bath (never hot, it makes it worse!) with lots of baby oil helps my dry skin, and then when i get out, i pat dry rather than rub, and i apply a really thick sensitive skin cream like Cetaphil (I brought some with me from the states, not sure what is similar here yet).  and above all, drink a lot of water and try as hard as possible not to scratch.  if it itches that bad, try putting some bags of frozen veg on your legs to cool them down and help stop the itching.  sometimes something like benadryl helps a little, as well.  but the more you scratch, the more it itches.

It can be as simple as just an acute allergic reaction to laundry detergent or your clothing, but I've got a hypo thyroid problem, and I had bouts of itchy skin, and it started on the legs.  It eventually went away, but after hydrocortisone anti-itch creme.  The next area was on my lower abdomen, and finally, after many months of no-itching anywhere, I got a rash on my left arm, and by then I was living here.  Went to the GP and was prescribed a tablet and a creme.
