Mailing Personal Items

It's time to put these boxes in the mail.....  boxes of knick-knacks, photos, quilting tools, a few books, tootsie rolls, bubble gum, purses, shoes, etc.   Do I specifiy "Used Personal Items" on the customs form?  Or on the box itself?  And will this really prevent me from having to pay VAT on things I've owned for ages?  (except the tootsie rolls and bubble gum of course)   :)
