Switching from ILR to EEA Spouse?

I have another friend, no really, who came into the UK on a work permit and now has her ILR.

If the gov't does change the whole visa process, can she just switch to an EEA Spouse?  She doesn't want to give up her passport, she is from Malaysia (I think) and wouldn't be able to have dual citizenship.

As we do not know what, if any, changes are going to be made to the current system, and whether or not this 'naturalise or you're off' rule will be introduced, there is no point in even discussing this yet.  And there is no way to answer.

Well that is ok, she just heard that there were changes afoot and wondered if the EEA spouse would be best.
