Is it necessary two send off both passports for a Spousal Visa?

My 'husband to be' will need to travel after I apply for my Spousal Visa from the states.  Does his passport have to go with all of the documents I send?  I have read that you can get notarized copies of his un-blank passport pages, is this not reccommended?

Also, I read that my passport can not be within 6 months of expiring.  Is that true for his as well?  If so, we have another hurdle.

He only needs a certified or notorised copy of the details page of the passport.

It doesn't matter when his passport expires.
