Re entry to UK while EEA2 is processing

I am writing for a colleague who has come to me with a question about her EEA2 application.  She was living on a diplomatic permit, but now is seeking EEA2 on the basis of her Italian husband.  She sent in the paperwork a few months ago, but has not received any kind of letter from the HO stating this. 

She needs her passport back to travel for work, but as I understand she also needs a letter to get back into the country.  I know that she can request her passport back in these circumstances, but throught that the HO was supposed to automatically send some sort of COA to her. 

I would like to know what this letter is actually called, so that she can know what to ask for.

Met - February 2002
Long story, Feb 2002 till April 2008
Engaged - April 2008
Submitted online application- Bastille Day, 2008
Biometric appointment - July 18, 2008
FH sent me his docs via DHL - July 18, 2008
Sent supporting information - July 21
Supporting information arrived - July 22
Received first email from consulate - July 31
Visa Issued!!!! August 4
Arrived in Cambridge, August 9
Married in France, October 17
Applied for EEA FP, October 20th
EEA FP granted October 21st

It's called a Certificate of Application.

So she should just fax them and ask for it?  Any ideas as to why they didn't send it out automatically, or have other people had problems with this?

I had mine sent to me automatically, but she should call and fax them about it. From what I understand, many people have had problems with this.

FYI: It is customary, not to mention. polite to thank people for responses to PMs and questions in the open forum.

I totally agree with this and have observed that that some of the people can be appallingly ungrateful, but what prompted this?  Did somebody hurt your feelings?
