Renewing US passport w/ILR in it

Hi, all,

I'm an American living in the UK on an indefinate LTR visa (marriage). My US passport, with my very expensive ILR in it, expires in September '09. I was wondering if anybody could tell me:

• How to renew my US passport while living here in the UK?
• Ideally, how to renew or get a new passport without having to send my old, expiring passport with my very expensive ILR in it by post?
• Is it possibe to get one of those spiffy new UK biometric ID cards with my ILR data on it so I don't have to (A) worry about losing my old passport or (B)pay the whacking great fee for just replacing an ILR in an expired passport?
