Given that the document to which the OP linked does not have the word "April" printed anywhere in it...how is everyone so confident and sure of the April date?  Where is the reference that everyone is actually going by?

You remember that old saying by Benjamin Franklin about how nothing is certain in life but death and taxes? That was the abridged version - the full version had "oh, and that the UK Gov will increase visa fees on April 1st" tagged on the end.

With that arrival date you are strongly recommended to get your Naturalisation application in as soon as possible, and indeed to use an NCS office to make the application.

Just ensure that when you do make your application that you were physically in the UK exactly three years earlier than the date UKBA will receive the application. That is, if you were out of the UK at all in February or March 2006, do time your application carefully.

Will they recalculate the exchange rate as I understood the fee for a spousal visa stayed at ca. $1000 even though the echange rate changed dramatically?

We will be applying online for our spousal visa at the end of march so we can get the biometrics done earlier but won't be sending off the printed copy until we have the marriage certificate after our wedding on 4th April - Is there a chance we could get it refused to to the wrong fee if we paid before the increase?

pushkin3000 - no problem.  Anyway, I wasn't actually answering the basic question.  :)

I hate to feel so relieved that I'll 'only' have to pay £720, but there you go.  I've been socking away money - well, not touching the leftovers from my ILR savings account - for citizenship, so it's good to know I won't have to add much more to what's already there.

That is presumably for a Naturalisation application and no doubt you have added together £640 and £80 to get to your £720.

I stand to be corrected by I have seen no confirmation that the extra fee for the Citizenship Ceremony, currently £80, will indeed stay at that level. I think we shall have to wait and see about that.

UKBA quotes the two figures separately because if, exceptionally, an application is rejected, the unsuccessful applicant can actually get the Citizenship Ceremony fee back, because by definition, they will not be attending a Citizenship Ceremony.

This is all making me very nervous.   :(  By the time I'm ready for ILR there won't even be such a thing, it will be something different and probably extra complicated.  And extra expensive. 
I wonder how difficult it will be to go the other way, back to the states.  I'll have no fingernails left and will have pulled all my hair out by then.

after the stunt they pulled two years ago, I'm another one that is relieved that the fee increase isn't as bad as I feared.

I share your nervousness- my next immigration application is in the 2010/11 fiscal year so who knows what things will be like then!

Could almost cry with relief that the Naturalisation price isn't too dramatic of a hike.  My husband is due to apply in April and in our current financial situation wouldn't have been able to if it had gone up too much.
