Pizza Hut "Delivery Charge" and tipping?

I ordered pizza the other night and just noticed that there was a $2.00 "delivery charge" on it. I don't order pizza very often and had never noticed it before. Does that $2 go to person doing the delivery? Do I still need to tip or is that what they are doing now instead of tipping?

I don't think delivery charges are new - usually I've found that they have a kind of delivery charge threshold, where you get free delivery if your order is over a certain amount... so I've always ordered enough to qualify for the free delivery :).

The delivery charge is to offset the cost of gas, etc.  The drivers only get to keep their tips.
