just to clarify, as I'm also applying for this fall, even if you are a full UK citizen you cant qualify for home fees for 3 years? that really sucks if so.

If you are a UK citizen, you must have been ordinarily resident within the UK, the rest of the EEA or Switzerland for the three years immediately prior to the course in order to qualify for home fees.  If you've been residing in the US (for example) before coming back to the UK, you don't qualify for home fees straight away and will have to wait the three years.
