If you have been married 2 years at the time of approval (generally 4-6 months after you apply) then that is what matters.

It's the entry timing that counts - not from the date of approval.

Really? I was under the impression it was date of approval. But regardless if she applies a month before her 2 year anniversary they will be fine to get a permanent GC since it takes several months.
