Is this the same IRS building in Austin that we are supposed to send our tax returns?

I don't think so, the big IRS building is down south - this was where the audits and investigations are done.

This is not where the tax forms go. They go to downtown Austin. This seems to be more of where they handle audits etc.
Even when life seems at it's most dark and despairing.. there is within the power to make change.
