Students & council tax

I have tried researching this on my own but have received so many contradicting answers.

My scenario: Flat with three occupants. Two are full time students and one is a sabbatical. We got our council tax 'bill' and it is 593GBP when our area band costs 1050GBP, but as far as I can tell, there aren't any discounts listed. As a full time student, I am supposed to pay?  ???
09/29/09--Visa Approved!
10/05/09--Leave for the UK!!!
06/15/12--Back in the US indefinitely...

No, you should not have to pay. Phone the council and tell them. You may need to get a letter from your university, but they will have experience with that. The sabbatical is a complication- has this person graduated yet? If not, they should still be considered a student and given the exemption. If they have, however, they ARE liable for council tax, but there should still be a 25% discount for having mostly students in the flat.
