Learning English as a Second Language

I have a friend who needs to improve her English, but is having a hard time finding affordable courses and tutors in her area. Does anyone have any suggestions for her, such as links to websites that might have a list of local tutors or recommendations for books or other learning materials that might help? She lives in Newcastle upon Tyne, if that helps anyone find something for her. Thanks!
