Neither. The copy DEFRA wants is the physical copy (it will look like a photocopy) from Kansas, and the key element of "original" is that it will have a physical sticker (that you can feel on there) with the results.

My vet got the results faxed about a week before they got the original results in the mail. (Then I had to fight them to give me the original and keep a photocopy for their records.)

I had the same experience as Equestrianerd - I had to fight them and eventually get a "second original" sent from Kansas to my vet (and fight further to get my vet to pay for this) after they "misplaced" the orginial copy.  Hopefully your vet will be easier to work with, but dont be surprised or concerned if you run into trouble.

I can confirm that a certified copy of your pets titer test results will be acceptable for the Pets Travel Scheme (PETS) you are advised to ask your vet to stamp and sign the copy you have.

the above is from defra today.......so i have the orginal form with the sticker on it from my vet......but the above says sign and stamp????........i phoned the usda vet and he says all he needs is the sticker copy........so did you have to get your copy stamped too???? my vet feels that they may just mean the sticker and her signature

I really think you are causing yourself undue stress by over thinking every tiny part of this.  When she says "you are advised..." it doesnt mean YOU MUST DO, and it doesnt mean you are doing anything else wrong.
My test result page was not stamped by my vet, but if it will make you feel better to have her stamp it, then go ahead.  By stamp, they just want the vet's address stamp (the one they will use on the EC998 form).  If nothing else, it just ties everything together.

I think Mirrajay's point is that DEFRA wants the documentation to be valid (i.e. the original document). They don't need your vet's stamp/signature on it for it to be valid, but if you feel better getting it done, that's fine.

DEFRA just wants to make sure your dogs have the proper vaccinations/health record when they arrive - their goal is not to be mean and separate you from your dogs for something silly.
