But, usually, you don't take the KOL till you've been in the UK for at least 3 years.

Spousal visa holders have to take it within the first two years of their residence.  I think most take it between 1 and 1 1/2 years, but some take it right away.

You're right. I was confusing ILR with citizneship.

2 years is still a good amount of time, though.

I think we all agree wow awesome

Here is a little funny - was talking to DH about this English requirement and we were speculating on where this would happen and how they can afford to create new jobs and places to do it.  Of course then it struck us as you come into the country speaking to the IO as you come in is where they will determine if you can speak English.
As DH says when one asked you do you speak english in a broken accident you can then reply yep probable better then you ;-P
He obviously doesn't like the fact we are part of the EU and agrees that they can come and go without restrictions is not as fair...Another subject.

I just thought his train of thought was funny and I cant remember the few IO's I encountered.

CNN had an article about it and decribed, correctly, the whole 2 year then ILR plus KOL test process.

If CNN can get it right why can't British newspapers.  I know they answer is they don't want to, but grrrr.

It doesn't have bearing on the politics in the US, but it does in the UK.  If the press got the facts straight on non-EEA immigration, it would cease to be a political issue outside of fixing the system here and there when abuses happen or when the system needs to be actually opened a bit.
