UK Council Taxes- Comparison Chart of all towns

Hi all,

First let me share a great website:
http://www.uklocalarea.com/

You type in any postal code and get back stats about that area's council tax, crime, average salaries, avg home prices, energy bills, schools, demographics, and lots of other info in the area. Brilliant!

However I am hoping someone out there can help me. Does anyone know how I can find a complete comparative council tax chart from all UK towns, or at least within a particular county?   The reason is because I am planning a potential move to another county and want to investigate the differences in council tax from all towns and regions within a county.  I could never be able to type in every single imaginable postal code, so this may help me zero in on affordable areas to live since I am on a budget.

I think upmystreet has some council tax information, as well as crime stats and demographics. Council tax is based on property assessments from 1991:

I read on another thread that students are exempt from council taxes.  I would appreciate any help on this topic. 

Do my school going children count as full time students?  Is it partial for number of students? 

Example - If I enroll in University then will my taxes be exempt for my family or only for 1/4 ?
