Credit Question...please help.

Not sure if this is the area to post this, but my husband is English and while he was still living there (before 1996) he got into a visa credit card problem and never paid on it. We want to move back to England. Will it be on a credit report as bad credit and we won't be able to get a bank account or housing? Any help would be greatly helpfull. Thanks!
