Yes I think the Observer is referencing the package deals when they print Spanish horror stories every week.
I'm a fan of the Observer/Guardian, but to me that's just lazy reporting. The overdeveloped, British overrun spots along some of the Spanish Costas isn't exactly news. It's been that way for a long time.
