Save, as long as the bristles are soft or extra soft it will be just fine.

Closer to save than splurge (not the cheapest, but certainly not the best).  I think next time I will splurge because I don't wear it much and only really use one color so why not use what's really good quality? 

As a slightly off-topic comment, my MIL gave me some Mary Kay stuff she got free.  I don't know how cheap / expensive it is, but it goes on feeling nice, but quickly turns gummy-feeling and the nice natural-lish color soon turns orange-y pink on me--not nice!

Save I wear neither of them. I'm a jeans & t-shirt kind of gal I don't remember the last time I wore a dress except for our wedding which was well over 6 years ago. ;)  :)

Splurge. I'm a mac loyalist and even if I bought a PC, I'd invest in a higher end one because I think you get what you pay for, when it comes to that.
