My confusion comes in on the State Taxes issue -- if I am no longer living in the US, how do I decide which state to pay my state taxes to? I can halfway understand paying federal taxes, as a holder of a US passport and citizenship, but since I'm not living in any of the states, which one should I give the benefit of my state tax dollar/pound?

It depends on the state, some it's easy to break residency, some are domicile states and it can be hard to break free of them for tax purposes. Also the intent, residency and domicile status of the US citizen will be important.

But do you get to "choose" a state? Wouldn't it have to be the last state where you resided/had property, bank accounts, etc.?

Even if you give up US citizenship the IRS expects you to file taxes for another 10 years, and it's not really an option for people with SS or US based investments as well as foreign funds.

Sorry, the 10 year thing is if you spend 30 days in the US and the SS thing and investments is just an issue with having your "rights" protected. NRAs are easy pickings for politicians looking for some revenue.
