enrollment in school without being in the uk yet?

hello!

my 7 year old son and i will be moving to the UK in early july.  i already know that he will be in year 3 and that he will be able to attend the primary school within walking distance of our home.  i've asked DH to begin the enrollment process by getting the paperwork needed for the school and the council.  he says it's all filled out, but he hasn't submitted it because he's getting conflicting answers from the council.  one woman at the council told him that he could, but another said he couldn't without my signature.  i'd like to have this all set in motion before we move over and not have to wait until the last minute for them to approve everything.  not sure how long it actually takes, but i like being prepared.

so, my question is, can my husband enroll my son in the local primary school without us actually being there right now?

I'm afraid only the local Educational Authority (the council) could answer that

I'm sure just like states and counties in the US have different rules, each council will have their own procedures.

When I moved to the UK with my (then 5-year-old) daughter, DH filled out everything but they needed a copy of her birth certificate in order to process everything.  We were "unofficially" told that the school we wanted her to go to was not over-crowded and there would be no issues with getting her enrolled so we just waited until I arrived with the birth certificate.

As soon as we turned in the birth certificate, we got a letter from the council and then finished everything else up directly with the school.  I never had to sign anything as DH was her step-dad which counts as a parent.
