What time does the Travelex VAT Refund Office Opens at London Gatwick?

I have an early morning flight out of Gatwick on September 8th at 09:30. Does anyone know what time the VAT refund office opens? How long are the lines there to get VAT Refund and whether Travelex charges any fees for getting the VAT Refund? Thanks!
