Every uni is different.
Not so. The Fees and Awards Regulations apply at all publicly funded institutions.  Any differences are normally because of an error, a different interpretation of thye rules, or, very occasionally, local concessions.

That's what I meant. A lot of unis interpret the rules differently.

A lot of unis interpret the rules differently.
Not sure where you are getting your stats, but that is really not my experience, and my job is training and advising university staff on their fees assessments.  There are sometimes some slight differences in the way "ordinary residence" is viewed, because it is ill-defined in law, but the overwhelming reason for any discrepancy between assessments at different universities is the assessor's error (as in your case), or the student's deception.

Oh, I didn't know it was the assessor's error. It wasn't stats  :P just my experience. I've applied to a lot of schools especially as a transfer and a few of them decided I should be at the home rate while others said I'm at the international rate. So I just assumed that all schools had their own rules. I didn't mean to argue with your expertise in the field :).
