Flat Contracts and Council Tax questions

So I recently moved in with my girlfriend. As it stands right now only my girlfriend and her roommate are on the contract. Would it be necessary to contact the landlord and inform them of my move considering i'm a partner of one of the contract signatories? Can I just tell the local council I'm living here so I can be taxed properly?

If you're officially living there, the landlord should not only know but also should give permission for you to live there. What if the LL doesn't want you there or wants to amend the contract?

Actually, your problem may be bigger than that. If you have 3 people in a rental who are not all in the same family, the landlord is required to have a HMO (house in multiple occupation) licence: http://www.direct.gov.uk/en/HomeAndCommunity/Privaterenting/Repairsandstandards/DG_189201

This makes the situation more complicated, and you may in fact be breaking the law by living there.
