Addressee for UKBA employer letter?

Hi, I've been looking for who exactly to place as the recipient for my employer's letter for my ILR application. I'm applying under the old rules, but my solicitor suggested I include documents mentioned in the new rules, just in case. I've been looking for examples, but mostly found letters to diplomatic outposts in other countries.

I'm thinking of using this format:

UK Border Agency
[Name of PEO]
[PEO Address]

In my case it would be Solihull:

UK Border Agency
Solihull Public Enquiry Office
Dominion Court,
41 Station Road,
Solihull, Birmingham B91 3RT

Any advice would be welcome! Thanks!

For the record, I called UKBA and they said it didn't really matter. My letter was just addressed to "To whom it may concern, UK Border Agency".

And since I was applying under the old rules for ILR (pre-9 July 2012), they didn't even ask for it at my PEO appointment.
