UK visa for US citizen mother(in-law)

Hi, I am new here. I wonder if anyone can help answer my question. I am an EU citizen and we are planning to move to the UK next year with my US citizen husband. I believe there is not a lot of issues with that. But we would like to know how could his mother be with us in the UK (not right away but in the future). I know she can stay up to 6 months but could she somehow legally move there? I read somewhere that a family member could move to the UK legally but s/he can't have anyone else supporting him/her in the original country and have no income. My mother-in-law will have US social security income (max $1000/mo). She has a sister but she is not that healthy. My mother-in-law is partially handicapped and we do feel like there will be a time when she will need us to support her. Would they deny her?
Her grandfather was from Greece but unfortunately it is really long and cumbersome to get citizenship from Greece because of the bureaucracy there. (She most likely doesn't have all the paperwork requested anyway).
Does someone here have any advice?
